Most downloading problems are going to simply be due to Internet traffic coupled with the speed of the Internet connection and the size of the file that is being downloaded.
Here are some tips:
If you get a page of garbled text instead of a download, please go back and hold down the Option key while clicking on the link.
It is better to try downloading during the late night hours when web traffic is at a minimum.
Try using another browser to download the file. Simply copy and paste the entire URL into the other browser and see if that works. This is especially true for the Mac. Also consider using a FTP program.
Try shutting down your Firewall program (Especially when getting a "Passive Mode" error).
While downloading, please avoid surfing the web or downloading other files as that can interfere with the file transfer.
However, if it's AOL, there may still be a problem where even though it is downloading, if you don't stay active in your connection, AOL will drop the connection after a short period of time.
